Wyeth's (Parsnip Desert) Buckwheat
Eriogonum heracleoides Nutt.

Long lived perennials. Shrubby at the base with narrow, densely hairy leaves.  The flowering stems usually have a whorl of leaves near mid-length and another whorl below the several flowering stems. Each flowering stem produces one or more ball-like cluster of flowers. The flowers are small and the petals absent or similar in color and size to the sepals.  Flower parts appear mostly in multiples of three, each flower produces a single grain like seed.  Most important and widespread of the buckwheats.  Most important and widespread of the buckwheats.  Grows throughout the steppe and frequently achieves dominant status in gravelly soils and rocky ridges.  Plants flower in late spring or early summer.
